All attempts to ignite voters failed. It seemed that candidates had tired from indifference of people and took inevitability for granted. Kazakhstani election campaign is dull.

Candidates couldn't generate any creative ideas. All issues brought by them to the agenda didn't inspire voters. Theses that peppered platforms of the opposition leaders were already articulated in the previous campaigns. Several local clashes erupted between the opposition and the regional authorities but they were of little interest to the electorate. Only observers paid attention to them. They said there were some troubling turns on the campaign trail. Thus the federal government couldn't convince local akims not to use "administrative resource".

The more Zharmahan Tuyakbai speaks the fewer supporters he recruits. He loses votes. The government and the opposition live in the virtual reality and don't feel what people really think. Conservative sentiments prevail. A majority of Kazakhstani people accepts the idea of evolution. Some social groups call for revolution. They are the staunchest voters of Tuyakbai. The political elites can waste their efforts preventing the leading opposition leader from speaking. All their attempts to scare away the supporters of Tuyakbai will be vain.

Other candidates resemble ghosts. Nobody has heard anything from them. They seem not to carry out any campaign at all.

On November 17 "Khabar" held the debates. Thanks God Nursultan Nazyrbayev didn't participate in them. If the organizers of the show planned to send the rating of candidates down they achieved the goal. Zharmahan Tuyakbai and Mr. Baimenov seemed to lose certain number of their potential voters.

It seemed that candidates pursued only one goal: convincing the electorate that they spoke good Kazakh. In all other aspects debates were void. Not a single worth listening thought was expressed by the Nazyrbayev contenders. Only Erasil Abdilkasimov managed to succeed. He focused on slogans and a sheer propaganda. It was a good choice. Nobody is able to deliver his fundamental concept on domestic and foreign policy to the public in 3 minutes.

Organizers of the show have to know that debates are usually held when two candidates collect practically equal number of votes. Only two people vying for the president posts are invited to take part in the debates. It is a common practice in many countries. In Kazkhtsan everything went wrong. The attempt to show that our country is civilized enough to hold the debates failed. Spectacular performance turned into a profanation In other words it would have been better if "Khabar" had rejected from the idea to stage a show. Usually the debates have to help certain candidate to convince voters that he is better than a contender. The candidate is given a chance to demonstrate his talents and abilities, erudition, creativity. If the candidate is given 3 minutes for doing this he inevitably loses. In addition the organizers of debates purportedly deprived numerous voters of the chance to learn some facts about the candidates and their platforms. Debates were held in Kazakh, a translation wasn't provided. Some advisors to Tuyakbai opine that every citizen of Kazakhstan has to know the state language. In fact even ethnic Kazakhs don't speak and understand their native language let alone the minorities.

Poor organization of debates will be blamed on authorities. Electricity was cut in some of the Almaty districts. Was it a mysterious coincidence or the work of the third power? God knows.

Central Electoral Commission made a sensational announcement concerning the report of the OSCE observers. This governmental body acknowledged that the 6th Article of the elections law looks a needless measure. This article prohibits "any form of personal protest, riots in the post election period before publication of official results of the vote ". Onalsin Zhumabekov The head of CEC says "Economic situation in Kazakhstan is better than that in the neighboring states and no power will be able to incite our people to violence ". Onalsin Zhumabekov promised to revise the 6th article. After implementing certain amendments the Article 6th will be sent to the MPs sessions for further consideration.

That is why the position of two Ministers charged with the task of preserving security looks awkward.

At the annual meeting of the heads of the security agencies and other law enforcement institutions held on November 16 Nartai Durbayev The Chairmen of the NSC(the national security Committee ) said: "We shouldn't exclude a possibility that some hot heads will foment disorders which are to destabilize a political situation within the country." " The law enforcement agencies of the RK follow the events. We are on guard".

Baurzhan Muhamedjanov the Minister of Interior was far more explicit in his statements: "We were provided with information that some politicians plan provocations that had to shatter the internal security. We know that some leaders of the opposition made attempts to bribe policemen. According to our sources some radical powers train special armed groups for the organization of mass protests and even deliver weapons to the home made militants. Law enforcement agencies are ready to avert a blow. Militia and army has enough means to do it. The organizers of the protests bear responsibility for their actions and will be prosecuted".

Both officials say the truth. Given the popularity of the "orange revolutions" it could be unbelievable that certain forces left the idea to overthrow the regime by the means of violence. Unfortunately the statements of Baurzhan Muhamedjanov and Narbay Tuyakbaev raise one inconvenient question. May such declarations be timely under given circumstances? The siloviki didn't intend to fear us, but their lunges equipped the opposition with the additional argumentation in its struggle with the political elites in power. Zhurmahan Tuyakbai Headquarter immediately issued an open letter that contained the methods of campaigning usually used by the organization for the fair Kazakhstan. Both officials were asked to clarify what powers were mentioned in their message.

The CNS had to give explanations. This governmental body referred to the letter that emerged recently in the on-line newspaper "Navigator". This message signed by Mahambet Abzhan and Azamat Zhetpisbayev urged Kazkhstani youth organizations to form a united front and grip the power not via elections but using quite different ingredients: people's uprising, armed protests etc. Despite his relatively young age M Abzhan is a famous political figure in certain circles says CNB. This man headed the youth wing of the Communist party and closely cooperated with some leaders of the organization for the fair Kazakhstan. The Ministry of Interior hasn't reacted to the provocation of the opposition.

The CNS statements are not groundless. Information may be used as a pretext for planning countermeasures against hooligans, but who gave a right to the law enforcement agencies to reveal these facts in the pre-election period. The government committed a strategic blunder again. The damage is irreparable.

There were speculations on the mysterious death of Zamanbek Nurkadilov. The opposition tried to sell his death as the provocation of the authorities. Fortunately the idea was forgotten.

In governmental polls, Nazarbayev leads Tuyakbai by 50%. The letter follows with a minuscule support of 10-12%. Other candidates lag behind in the following order: Alihan Baimenov, Mels Eleusizov, Erasil Abilkasimov.

All Kazakhstani statistical reports are based on rumors not on the serious surveys. Is that true that Zhurmahan Tuyakbai enjoys higher public support than Baimenov? Some experts question this thesis. Tuyakbai managed to win a sympathy of Kazakhstani radicals.(7-12%). People who due to different reasons don't support Nazirbayev will never cast their vote in favor of Tuyakbai. That is why Baimenov with his slogan reforms without upheavals has to entice away some voters of Tuyakbai. Of two disasters choose the least.
